Rayon. The fabric is not stretchy but the waist is elastic.
Resting, waist measures 12” from side to side. In my opinion, goes up to 14” from side to side. It will stretch up to 17” super taught but it is, in no way, realistic to wear or pull/stretch this taught.
Rise (crotch seam to top of waist) is 12 5/8”.
Hips area (measurement from side to side across where bottom of fly starts) is 18” from side to side.
Inseam (crotch seam to end of leg) is 2 1/2”.
End of leg measures 11 5/8” from side to side.
